Be it enacted by the Council as follows: Section 1. Subdivision e of section 19-511 of the administrative code of the city of New York is amended to read as follows: e. A licensed base station or black car base shall at all times have no fewer than ten affiliated vehicles or black cars and no more than 1,000 affiliated vehicles or black cars, except that a base station for which a license was first issued prior to January 1, 1988 and which at that time had fewer than ten affiliated vehicles or a base station which has an affiliation with a wheelchair accessible vehicle may have as few as five affiliated vehicles, not including black cars and luxury limousines. � 2. This local law takes effect 180 days after it becomes law. The commission shall take any actions necessary for its implementation, including the promulgation of rules, prior to such effective date.
