Summary

This bill would require the Taxi and Limousine Commission to study motor vehicle speeds in Manhattan south of 96th Street, known as the congestion zone. This bill would also permit the Taxi and Limousine Commission to limit the issuance of new for-hire vehicle licenses if average motor vehicle speeds in the congestion zone decrease.

Be it enacted by the Council as follows: Section 1. Chapter 5 of title 19 of the administrative code of the city of New York is amended by adding a new section 19-554 to read as follows: � 19-554 Issuance of for-hire vehicle licenses. The commission, in conjunction with the department of transportation, shall annually study vehicle speeds within the congestion zone, as defined in section 1299 of the tax law, and may limit the number of for-hire vehicle licenses permitted to operate within such zone for a period of one year if the chairperson of the commission determines that average vehicle speeds in the congestion zone have decreased from the previous year. � 2. This local law takes effect 60 days after it becomes law, except that the chairperson of the taxi and limousine commission may take such measures as are necessary for its implementation, including the promulgation of rules, before such effective date.
